Founded in 2015, ARIAP is an independent association for innovation in aquaculture and fishery from Romania. ARIAP is registered in Romania under the O.G. nr. 26/2000.

The objectives of ARIAP
• The Association is founded to promote and support the interests of professionals and professional communities in the aquaculture and fisheries.
• To assist in the dissemination of information about new technology and innovation among members
• To undertake any activity deemed appropriate to further the understanding of fisheries and aquaculture
• To serve as a channel of communication with other interested bodies
Membership of ARIAP
Membership of ARIAP is obtained simply by completing a membership form and on payment of the subscription.
Membership is open to any legal or natural person working in aquaculture and fisheries in academia, the industry, or the public sector, from Romania. Corporate membership is available to institutions and representative groups in Romania with an interest in aquaculture and fisheries innovation research. For further information click on join ARIAP.
Structure of Ariap
The day-to-day running of ARIAP is undertaken by a Bureau of five Officers – the President, Vice-President1, Vice-President2, Secretary, and Censor Auditor.
Funding of ARIAP
ARIAP was initially established with the subscription the founding members, but is entirely self-funded by membership subscriptions. One certified auditor check the ARIAP financial statements and prepare a report for each General Meeting. The audited accounts are presented to the AGM each year.
The ARIAP General Meeting
The ARIAP General Meeting now takes place every year during the Conference. The General Meeting is open to members or non-members and includes:
• President’s report
• Treasurer’s report on the accounts
• Election of bureau members
Workshops
Workshops on topics of key importance are organised every year during the Conference. These workshops are designed especially to encourage dialogue between policy makers, industry businesses and researchers and may be put on by any member with the endorsement of the bureau. More academic workshops to enable members to discuss ongoing research can be organised by any member with the agreement of the bureau.

ARIAP members receive email updates with news from the bureau and each other about innovation, research, publications, conferences and events. All members can share items and information using this service.
Original Rules of ARIAP
1. Name
The name of the association shall be the Romania Association for Innovation in Aquaculture and Fisheries (ARIAP).
2. Objectives
(a) Supporting economic development in the aquaculture and fisheries based on projects, technologies or innovative, intelligent and environmentally friendly;
(b) Support professionals and professional communities in the field of aquaculture and fisheries by promoting lifelong learning as a means of boosting them in order to address the social, economic and cultural rights faced;
(C) Design and submission of applications for accessing European funds based on needs assessment activities for aquaculture and fisheries industry and professional communities in this area;
(D) Support and capacity building for development and implementation of local strategies, regional or national policies in order to achieve common European aquaculture and European integrated maritime policy;
(E) Supporting and preserving the natural environment, especially water both inside and at sea, through information, dissemination and transfer of knowledge and best practices to improve organizational skills and environmental standards and professional local communities in the field of aquaculture and fisheries.
3. The means
The means by which the Association aims to achieve its goals and objectives, the association is acting either individually or in partnership with other entities, are:
(a) Develop and implement a large number of projects under Regulation (EU) No. 508/2014 of the European Parliament and of the Council of 15 May 2014 on the European Aquaculture and Maritime Affairs (EMFF) and other regulations or funds, to the members of the association;
(b) Develop and implement integrated strategies for social, economic and professional, having as a starting point locally identified needs and endogenous potential;
(c) Choosing projects that will develop applications for funding and criteria for selection of these projects in accordance with the specific priorities of the Joint Strategy and the Strategy of European aquaculture European maritime unit;
(d) Preparing and specialized assistance to businesses and individuals, aimed at obtaining funds from European or national;
(e) Encouraging innovation and modernization of traditional forms of aquaculture and fisheries;
(f) To take actions to promote public-private partnerships in the context of carrying out innovative projects and actions;
(g) Support balanced capitalization of environmental resources, water, air, soil and human activities;
(h) Diversification of economic activities to generate multiple activities and alternative income in the context of social inclusion;
(i) Actions in the context of the elaboration of development strategies based on the needs and strengths, supporting the combination of main objectives – competitiveness, environment and quality of life / diversification, protecting and improving fisheries and marine natural heritage, raising awareness of environmental effects, stimulating investment and promotion of specialty products, tourism and other activities;
(j) To take actions and projects deriving from Regulation (EU) No. 508/2014 of the European Parliament and of the Council of 15 May 2014 and other regulations and funds on sustainable development in aquaculture and fisheries;
(k) Cooperation or the establishment of partnerships with public authorities, individuals and legal entities, public or private, Romanian or foreign, or non-profit organizations, to facilitate access to public and private resources;
(l) Establishment of companies.
4. The activities
Association activities that will take place are:
(a) Activities on sustainable development of fisheries and fisheries
(1) Innovation as the basis of development – projects aimed at the development or implementation of new or substantially improved compared to the best products available in the market, new or improved processes and technologies, new or improved management solutions and systems, or improved organization.
(2) Conducting advisory services, feasibility studies, business strategy and marketing for association members.
(3) Promoting and building partnerships between scientists and fishermen building through concrete actions mediated networks and mediated by the association.
(4) Promoting human capital and social dialogue through educational activities and lifelong continuous dissemination activities, dialogue, etc., in classic shapes or through distance learning solutions (e-learning) to the members of the association .
(5) Actions to facilitate diversification and job creation by setting new conpanii, start-ups, business re-engineering, development / qualified personnel and the online database of human resources and employment.
(6) Activities on health and safety consultancy work in the context of investment on board fishing vessels or relating to purchase personal protective equipment for fishermen.
(7) Activities of design, development, monitoring and evaluation in order to support systems of transferable fishing concessions (in international waters) of the Common Fisheries Policy Common Fisheries Policy, CFP.
(8) Activities of design, development, monitoring and evaluation in order to support conservation measures under the Common Fisheries Policy, Common Fisheries Policy, CFP.
(9) Activities of design, development, monitoring, evaluation support investment in the context of selective gear in order to support limiting the impact of fisheries on the marine environment.
(10) The introduction of new technical and organizational knowledge and innovation or development thereof, with regard to the conservation of marine biological resources.
(11) Activities of design, development, monitoring, evaluation with respect to the protection and restoration of marine biodiversity and ecosystems within the IMP (Integrated Maritime Policy).
(12) Activities related to sustainable fisheries, such as refuse collection, construction or installation of facilities and points of first sale and unloading for a better management and conservation of resources.
(13) Activities of design, development, monitoring, evaluation and audit of energy efficiency and pollution, in the case of investments with reference to climate change mitigation.
(14) Activities of design, development, monitoring and evaluation in order to develop effective solutions for investment on board concerning the use of unwanted catches.
(15) Activities of design, development, monitoring, assessment on the development of fishing ports, landing sites and shelters through investment on improving fishing port infrastructure or landing sites.
(16) Activities of design, development, monitoring, evaluation with reference to investment in inland fisheries development.
b) Activities on sustainable aquaculture development and environmental protection
(1) Innovation as the basis of development – projects aimed at the development or implementation of new or substantially improved compared to the best products available in the market, new or improved processes and technologies, new or improved management solutions and systems, or improved organization.
(2) Activities of design, development, monitoring and evaluation in order to develop investments in offshore aquaculture (in international waters) and non-food aquaculture.
(3) Activities of design, development, monitoring and evaluation in order to develop new forms of income and added value for acvacultură.Activităţi investment advisory services for aquaculture farms of replacing existing technologies with new technologies and new species of Aquaculture productive.
(4) Promoting human capital and social dialogue through educational activities and lifelong continuous dissemination activities, dialogue, etc., in classic shapes or through distance learning solutions (e-learning) to the members of the association .
(5) Actions to facilitate diversification and job creation through start-ups, business re-engineering, development / qualified personnel and the online database of human resources and employment.
(6) Activities of design, development, monitoring and evaluation in order to support growth and yield potential of aquaculture units, the development of aquaculture farms and infrastructure such as the development of integrated units of organic food production for aquaculture.
(7) Activities of advice for new aquaculture farmers by encouraging entrepreneurship in aquaculture.
(8) Activities of design, development, monitoring and evaluation in order to promote investment based solutions and aquaculture systems with a high level of environmental protection.
(9) Advisory, management and audit of traditional aquaculture conversion to organic systems.
(10) Activities of design, development, monitoring, evaluation measures aquaculture as a provider of environmental protection.
(11) Counseling on public health measures such as aquaculturists compensation is required if the temporary suspension of harvesting of aquatic products (excluding health reasons).
(12) Advice on measures of animal health and welfare in aquaculture businesses.
(13) Financial Advice Insurance aquaculture stock.
c) Activities on sustainable development of fisheries areas
(1) Counseling on innovation, training, cooperation in the development and implementation of fisheries areas, local partnerships and local development strategies.
(2) Activities of design, development, monitoring and evaluation in order to carry out projects on compensation for additional costs in outermost regions for fishery and aquaculture areas that lack communications infrastructure such as settlements in the Danube Delta and Sulina.
(3) Development of plans for integrated production and marketing of certain marketing and processing steps associated help on transient storage, marketing campaigns, product launches highly processed and highly processed product brands.
(4) Support campaigns to promote the consumption of fishery and aquaculture products.
(5) Conducting studies, research projects, including pilot projects and cooperation projects;
(6) Making public information activities and exchange of best practices, awareness campaigns, conferences, seminars and workshops;
(7) The exchange of best practices, coordination activities, development, operation and maintenance of IT systems and communications networks
d) Other activities in support of the objectives of the association:
(1) Sessions of identifying project issues;
(2) Supporting projects depositors;
(3) Organization verification and correction process on projects that are intended to be submitted;
(4) Project monitoring, audit and consultancy;
(5) Supporting members in developing brands and product brands and their registration;
(6) Organization of events, conferences, thematic journey nature tourism;
(7) The organization of professional courses approved by the National Qualifications Authority;
(8) The organization of courses and teaching sessions, training and certification of consultants from the aquaculture and fisheries activities in the context of accessing European funds.
(9) The elaboration of studies and independent reports on the situation of aquaculture and fisheries and publishing or bring them to the members, the public and the authorities.
(10) Other activities forms and means by the General Assembly, under the law.
5. Funds
5.1 The annual meeting will have power to set subscriptions
5.2 The Association shall have power to seek funding from any appropriate source.
5.3 It will be necessary for two officers to authorise expenditure of funds.
6. Officers
6.1 In annual meeting from five in five years will elect a president, vice-president 1, vice-president 2, secretary, and censor auditor by ballot.
6.2 The officers acting together as a Bureau shall have power to establish ad hoc or standing workshops and commissions to carry out any function which advances the Objectives of the Association.
6.3 The officers will serve in some position for no more than 5 consecutive years.
6.4 If the president resigns, the vice-president 1 shall serve as president until the next annual meeting.
6.5 As far as possible, the officers will be chosen from different domain of the aquaculture and fishery community.
6.6 The officers will have authority to disburse the funds of the Association in pursuit of its objectives and to take such decisions between annual and special meetings as necessary.
6.7 The president shall have power to call the annual or special meetings and will preside at them. He will be an ex-officio member of all standing commissions.
6.8 The secretar will be responsible for keeping the minutes of annual and special meetings, for drawing up their agenda in consultation with the president and for issuing notice of such meetings. The secretary will maintain records of the membership.
6.9 The secretary shall be responsible for keeping the accounts of the Association and shall present an audited by Censor, statement of accounts to the annual meeting for approval. The secretary will collect and maintain records of subscriptions.
6.10 An annual or special meeting may appoint such other officers as are deemed necessary, and define their functions.
6.11 The president and secretary shall ordinarily enter into financial commitments on behalf of the Association.
6.12 If two of the president, vice-president 1, vice-president 2, secretary, censor auditor resign, then an election for their positions shall be held within two months.
7. Changes of the rules
Changes to the rules will be subject to a two-thirds majority of those voting at an annual or special meeting. If there is no quorum vote will be rescheduled and ballot with a simple majority of those present
8. Voting
Voting at meetings shall be by ballot and a simple majority of those voting will suffice, subject to special rules.
9. Interpretation of the rules
The officers, elected under rule 6.1 and acting together, will have power to interpret the rules and to make any necessary provision where the rules are uncertain, for matters not covered by the rules.
